Is wordpress the best blogging software?

Wordpress is a formidable blogging engine. Although this blog engine has been growing in demand lately because of how easy it is for users to customize their own themes and plugins according to people's tastes, it may be misleading to call it the best. For new bloggers, WP would be a great introduction into their first steps into the blogosphere because WP doesn't seek to overwhelm users with it's unlimited possibilities and customizations.

In the hands of a pro blogger it can be an income earner, while for most people it's mostly a medium which allows them to put their thoughts online without having to worry about HTML/CSS or all the other abbreviations the web has to offer. :)

Is online skill tests a good tool to judge the quality the users? 5

No, not really. The only way to separate the good from the great is by the projects they've worked on. Online skill tests are only there to help you make the decision of whether to hire the person or not since it seeks to quantify the knowledge of the person taking the test when in effect could not be quantified in the first place.

Is a professionally trained course necessary for Graphics? or can one be self learnt.

No, you don't really need a course to learn graphics. The web is practically bursting with information and there are already a lot of sites which could help you start a designer's career for only a few hours a day of surfing and practicing. In the course I teach on Visual Communication, IF you have the passion to really get into graphics then it's you're already 50% done.

Once you do decide to pursue design (web, print, etc.), then it's not a question of IF you'll be good at it but more of WHEN you'll be good at it. A good way to start would be to type "<web/print/graphic>(choose one) design tutorials" on your favorite search engine. :)

What are the open tools available for website performance monitoring?

Website statistics monitoring for every website whether new or old. The 2 web monitoring tools I include in my projects are Google Analytics (free) since it provides a comprehensive breakdown of the site down to its Bounce Rate, and Quantcast (also free) which allows me to see the demographics of my site's users.
