Wordpress Website Issue - XMLRPC, Multi-vendor image uploads, etc.

We are needing to hiring someone to help address a couple minor bugs in a multi-vendor Wordpress website.
3 minor issues to be addressed first:
1) XMLRPC error. Jetpack wont finish installing, claiming that there is an xmlrpc error but the files seems to check out. Error message below:
"The Jetpack server could not communicate with your site's XML-RPC URL. Please check to make sure [login to view URL] is working properly. It should show 'XML-RPC server accepts POST requests only.' on a line by itself when viewed in a browser and should not have any blank lines or extra output anywhere. 2) Vendors have to sign up to list products on the marketplace website. When a new vendor goes to upload an image off their iPhone, the website freezes or gets stuck (maybe a runaway process or plugin conflict?)
3) When attempting to upload a PDF as an attachment in the forum section, it wont actually save it to the forum. Even if the pdf if lower than the file size limit.
Website is operating gon an Ubunutu linux VPS running a LAMP stack. Can provide SSH and wp-admin access.
